The ICN Free Transit Tour program offers tours to various locations and sites. It really depends on what you're interested in. If you're an adventure type, they have a cave tour. If you're into history/religion, they have temples and palaces you can visit. Or if you're into shopping, they have a tour dedicated to just that!
With a small fee of 10 won (Korean currency) per person, you will have lunch covered as well. You have a choice of beef bulgogi or bibimbap. At least this was the case, for the Gyeongbokgung Palace tour that my husband and I did. So, in this sense it is not completely 100% free, but it is close enough for what is included!
The tour comes with a coach bus transportation (with storage bins at the bottom of the bus to store your luggage), a driver, a tour guide (English speaking), and entry to the site (the palace in my case). If it is raining heavily like it was during the time of our layover, the tour guide will provide umbrellas for use. It is first come, first serve, and there are limited numbers. It would be good to be mindful of other guests along the tour. My husband and I doubled up/shared our umbrella. There were other people who got off the bus and was stuck without an umbrella!

In order to sign-up for a tour, you'll need to make reservations ahead of time. You may also stop in the reservation desk on the day of the tour and try to reserve on the spot (limited to space availability). You can also do an online reservation. In order to sign-up, the registration people will check your passport and ticket information to ensure that you don't sign-up and reserve for a tour that may cause you to miss your flight.
Regardless of which tour you go on, be sure to have your camera out or you may miss out on some good candids (like the one I took of people crossing the street near Yonsei University)!
